A packet (plurality) of printed ballot slips to be used by a voter to vote in an election wherein each slip in the packet is different in that each slip identifies a different candidate for an office up for election and wherein a voter votes by selecting the slips (BALLOT BILLS) which identify the candidates the voter desires to vote for and then deposits the selected slips (BALLOT BILLS) into a vote collection box located at each polling place.
