Election services in the nature of providing a voting methodology for polling places wherein a voter is provided with a plurality of ballot slips with only one candidate for an office identified on each slip (referred to as a ballot bill) and wherein the voter votes by selecting slips (ballot bills) identifying the candidates the voter desires to vote for and then depositing the selected slips (ballot bills) into a vote collection box located at each polling place, said voting methodology further including vote counting at each polling place by hand or with machines without any need to connect to a network of interconnected computers such as the internet.
