Providing on-line resources for educational purposes, namely, consumer-facing guides, checklists, and learning tools designed to assist individuals in evaluating service providers for nonemployment-related hiring decisions; all educational services being limited to consumer preparedness and service provider evaluation and expressly excluding content related to personal growth, mental development, professional certification, or employment training
