Personal fluid delivery, controlling and monitoring system for use in an environment where the operator-user's hands and eyes are not available to interact with the system comprising electronic valves for controlling fluids, a fluid containing canister, a delivery tube and nasal interface piece, an electro-mechanical monitoring instrument and a voice controlled phone device for issuing electrical control commands in response to received audible voice commands to the valve assembly to release the fluid from the canister at a prescribed rate through the valve assembly, delivery tube and nasal interface piece, and to the monitoring instrument to ascertain the status of one or more characteristics of the fluid and for forwarding status signals indicative of that status as received from the monitoring instrument to an audio earpiece where it can be detected as a corresponding sound by the operator-user's ear
