A vehicle identification system for use in connection with a roadside toll collection systems (RTCS) and open road tolling (ORT) systems, said system comprising in-pavement sensors embedded and sealed beneath the roadway surface in the roadway toll zone for sensing vehicle presence and generating data signals in response thereto, a computer processor with software for processing the data signals from the in-pavement sensors in order to detect and separate vehicles, calculate vehicle speed and length and perform axle-based classification of passing vehicles, and said in-pavement sensors also being able to serve as a trigger for front and rear license plate cameras
