Advocacy services, namely promoting public awareness of the need for education funding and scholarships for students, and scholarships and funding for various public and private programs that support systemic education reform; promoting public awareness of the need for greater access to higher education for students, particularly for those students who have been historically underrepresented in higher education attendance and attainment; and promoting public awareness in the fields of school facilities funding, planning and design, education needs of children in substitute care, early childhood education, and the education and training needs of low wage workers
