activities relating to the improvement of human health and the rendering of care to sick or injured persons; establishes, maintains, sponsors and promotes educational and research programs relating to the promotion of health and provision of care to the sick or injured; promotes and improves access to care primarily for persons eligible for medical assistance under Title XIX of the Social Security Act (42 USC 1396 ct seq.), the underinsured and uninsured through the development and operaton of a health maintenance organization (the "HMO"); provides or arranges for appropriate, high quality, cost effective basic and supplemental health care services to HMO members, as that term is defined in 42 CFR 417.100 (the "HMO Members"); coordinates, sponsors, promotes and advances programs and activities designed and carried on to improve the physical, psychological and emotional health and welfare of HMO Members; carries out such other acts and undertakes such other activities as may be necessary, appropriate or desirable in furtherance of or in connection with the conduct, promotion or attainment of the foregoing purposes, provided that none of such activities shall be undertaken which would cause the corporation to lose its status as an organization described in Section 501(c)(3) of the Code, or as an organization contributions to which are deductible under Section 170(c)(2) of the Code
