LibSERV refers to a suite of tools for measuring user perceptions of library service effectiveness across multiple universities Development of the tools began in 1999 by the Association of Research Libraries in conjunction with Texas AandM University The goals of LibSERV include the development of a protocol to evaluate service quality in all postsecondary libraries; an effective web-based delivery mechanism for the protocol; identification of best practices to allow wiser allocation of scarce resources through cross-institutional comparisons; and the establishment of an ongoing, cost-recovery, service quality assessment program at the Association of Research Libraries
