Providing counseling in the field of high school athletic and activities administration and establishing rules and regulations for the sanctioning of high school activities and athletic events and formulating eligibility guidelines for high school athletes for use by high school activities and athletic administrators

Promoting and encouraging physical fitness programs, amateur sports participation, and athletic programs at the high school level; and promoting interest in high school sports through television, radio and film and promoting the goods and services of others by arranging for sponsors to affiliate their goods and services with high school activities and athletic events

Printed goods, namely pamphlets, magazines, books and catalogs on rules of high school athletics and debate, calendars and instructional and teaching materials related to high school athletics, debate and citizenship
