An image-capture vehicle identification sub-system for use in connection with roadside toll collection systems (RTCS) and open road tolling (ORT) systems and not to be used in connection with parking facilities, said sub-system comprising LED-based sensors mounted overhead in the toll zone for detecting vehicle presence and for generating vehicle shape data signals in response to vehicles passing thereunder, and a computer processor with software for processing the data signals from the sensors in order to determine vehicle separation, over-height size, slow speed separation, speed detection, and generate vehicle classification profiles, and said sensors also being able to serve as a trigger for front and rear license plate cameras, all of the aforementioned goods not being part of a motor vehicle or motor vehicle inspection or servicing apparatus
