Providing services for people with disabilities or special, emotional, or behavioral needs to promote community living and independence, namely, providing temporary residential housing facilities; providing temporary day care for people with disabilities or special, emotional, or behavioral needs; in-home respite and day program services in the nature of adult day care for individuals with disabilities or special, emotional, or behavioral needs; providing support services to caregivers of people with disabilities or special needs by providing temporary emergency day care services with replacement care givers for people with disabilities or special needs during times of emergency or disaster
