Communication services, namely, a two-way electronic transmission of voice over internet protocol data between a student or passenger bus and a command center, eliminating the need for broadband radio services, and electronic transmission of real-time video data and global positioning system (GPS) data from a student or passenger bus to the command center for monitoring real-time GPS bus position, real-time video of student or passenger behavior on the bus, and student or passenger boarding on and disembarking from the bus
