Electronic safety apparatus comprising computer hardware, cameras, and downloadable software for installation on vehicles, such as school buses, to acquire video traffic scene images during periods when a stop arm or stop lights on the vehicle are activated, to interpret the images to detect and track other vehicles approaching the vehicle, to measure the approaching vehicles' speed, to determine whether the approaching vehicles stop, and to track, record, and transmit identifying information related to the approaching vehicles that violate stop arm or stop light regulations
