Entertainment services, namely, conducting annual parades at land and at sea, play performances, and other festivities, commemorating the legendary pirate Gaspar; Community outreach services, namely, providing news and commentary on issues relevant to the culture of the Tampa Bay community; Charitable services, namely, providing children and others with serious medical conditions or disabilities with entertainment and educational programs related to celebrations commemorating the legendary pirate Gaspar and the culture of the Tampa Bay community
