Web-based monitoring of passengers entering and exiting a vehicle, including dates and times at which the passengers entered and exited, identifying passengers entering and exiting a vehicle, determining the speed of a vehicle between stops at which passengers enter or exit the vehicle, providing an on-line report identifying passengers who have entered and exited a vehicle, including the location of the vehicle and dates and times each person entered and exited the vehicle, as well as vehicle speeds, and, enabling a driver to determine that all passengers who entered a vehicle have exited the vehicle, after the vehicle has completed a designated route

RFID cards carried by each passenger riding a vehicle and a vehicle-mounted reader that detects the RFID cards, and thereby, the identity of the person, and date/time that the person carrying the RFID card entered and exited the vehicle, and a GPS receiver for determining the location of the vehicle when each passenger entered or exited the vehicle and the speed of the vehicle, for use in monitoring the entry and exit of passengers on school buses and other vehicles, to ensure the safety of the passengers
